London Mayor wary of Dagenham prison plans

Labour MP Jon Cruddas?s fight against proposals for a mega, 2000-inmate prison in Dagenham has seen a glimmer of success.

The Greater London Authority informed the Dagenham and Rainham MP last week that they are now against the proposed site at Beam Park.

Mr Cruddas said: ?They are worried about resistance locally. This is major progress and a sign that the campaign is having an effect.?

But he warned that the battle is far from over and said the Government seemed ?determined? to build the facility.

?We still have to convince the Ministry of Justice. They are still to my knowledge very keen on the Beam Park site. They want prisoners to be closer to home and want more prisons in the London area. They also want to move prisons out of central London into outer London. Both of which suggests that we are still very much in their sights,? he said.

Three years ago similar plans for a slightly smaller prison at Beam Park were thrown out following a strong campaign led by Mr Cruddas, who presented a 15,000-signature petition to No 10.

But in April this year Barking and Dagenham Council got wind of new plans that indicated the Dagenham site was ?one of very few in London? being considered for a what could become Britain?s largest jail.

Mr Cruddas has reignited his crusade and on Saturday is organising a rally to build the momentum, taking place at Rainham Villlage Primary School from 10am.

He said: ?We are going to have rallies and events across the constituency to try and test opinion and build involvement.

?I will be calling debates in Parliament, and building a long term campaign, as I don?t think the issue will go away soon.?

A spokesperson for the Mayor of London said: ?The Mayor is mindful of local concerns about the future of the Beam Park site. No decisions have yet been made.?

A Ministry of Justice spokesperson said plans were still ?up in the air?.

There has been a mixed reaction to the prison plans from Post readers, with a number of people saying they have no problem with a facility opening in the borough.

Fossil Fuel Divestment Continues With Two Finance Firms | The ...


Storebrand, a Norwegian financial services group, and Dutch bank Rabobank have become the latest companies to announce they will pull out of the investments in the fossil fuel industry, citing the stability of long-term investments as the major factor.

Storebrand has investments in 13 coal and six tar sands enterprises which it will let go. It said in a statement that it believes these stocks will be ?financially worthless? in the future.

?If global ambitions to limit global warming to less than 2 degrees Celsius become a reality, many fossil fuel resources will become unburnable and their financial value will be dramatically reduced,? said Christine T?rklep Meisingset, Head of Sustainable Investments.

?Exposure to fossil fuels is one of the main sustainability challenges facing business, so for us it is a logical and necessary step to adjust our investments accordingly,? she said.

The decision was made public a day after a similar announcement from Rabobank, an ethical Dutch bank with a partnership with WWF. This institution, which specialises in financing agriculture and food businesses, has said it will no longer invest in shale gas or tar sands.

It said it believes that the risks of water and soil contamination from fracking, and the risks to biodiversity, ecosystems and local residents, are too high.

It will also refuse loans to farmers who decide to lease their land for such purposes.

The company cited a recent Duke University study, published in the Proceedings of the National Academy of Sciences, of 414 one drinking water boreholes in Pennsylvania, a location where natural gas production increased by 69% in 2012, which found methane in 82% of samples. The claim is that nearby drilling has caused the gas to migrate into water.

The notion of the future worthlessness of present investments in fossil fuel extraction has been termed a 'carbon bubble'. The term comes from a March 2012 Carbon Tracker report, 'Unburnable Carbon'.

This found that the fossil fuel reserves owned by the top 100 listed coal and top 100 listed oil and gas companies would, if unleashed, emit a total of 745GtCO2, which represents five times the amount that can be burnt unabated, without catastrophic risk to the planet.

In other words, 80% of these assets are, according to current technology, unburnable.

Meisingset added: "We do not offer 'ethical funds' at Storebrand. The same high sustainability standards apply to each and every company and sector. This offers an unprecedented level of security for our clients. No matter which fund or portfolio their assets are invested in, the same high standards apply".

As a direct result of these higher standards for fossil fuels, all 13 coal producers in the Energy sector (MSCI All Countries index) are excluded from Storebrand?s portfolio. In addition, the exclusion covers the six oil companies that have the highest exposure to oil sands, measured by both actual production and reserves.

In total, Storebrand has excluded 177 companies and 32 countries for breaches of the company's minimum standard for sustainable investments.

US, China discuss cybersecurity

WASHINGTON (AP) ? U.S. and Chinese officials began formal discussions on cybersecurity Monday, kicking off four days of talks to build cooperation and broach issues that divide the two world powers.

Washington is increasingly concerned about the Chinese theft of American intellectual property, but has put been on the defensive by the revelations about U.S. surveillance by NSA leaker Edward Snowden.

A bilateral working group on cyber issues that was announced in April held its first meeting Monday at the State Department, with both civilians and military taking part. The U.S. side was led by coordinator for cyber issues, Christopher Painter; China's by senior Foreign Ministry official, Dai Bing.

It's a prelude to annual, ministerial-level talks on security and the economy that start Wednesday, a month after a path-finding summit in California between President Barack Obama and new Chinese leader Xi Jinping that aimed to improve collaboration between the powers whose strategic rivalry belies deep economic inter-dependence.

This year's edition of the dialogue at least begins in less fraught circumstances than last year's in Beijing, which was overshadowed by the escape of dissident lawyer Chen Guangcheng from house arrest to the U.S. Embassy in the Chinese capital. Chen later moved to the U.S. where he's proved a staunch critic of Beijing.

But the weeks since Obama-Xi summit have brought a new complication in the relationship. Authorities in the semi-autonomous Chinese territory of Hong Kong refused to extradite Snowden ? a move which U.S. officials implied that Beijing had a hand in.

Officials are likely to play down those differences in this week's talks, but cybersecurity is front and center. The Obama administration says resolving it is key to the future of ties between the world's two largest economies, and U.S. businesses are also speaking out.

"The U.S. in the cyber arena is trying to drawing a bright red line," Brookings Institution scholar, Kenneth Lieberthal, wrote in a commentary. "Effectively, the U.S. position is everyone conducts espionage; we don't object to Chinese espionage, they should not object to ours. But, the U.S. does not do commercial espionage to benefit our own firms competitive position, the Chinese side does and we insist that they stop."

On Monday, officials were expected to discuss international law and norms in cyber space. The State Department said the U.S. would raise cyber-enabled theft of intellectual property, trade secrets and confidential business information for economic gain. On Tuesday, officials will also discuss maritime security, missile defense and nuclear policy.

Chinese Ambassador to the U.S., Cui Tiankai, on Sunday rejecting allegations of Chinese hacking, told Chinese journalists that Washington has failed to present hard evidence to prove it, state news agency Xinhua reported. He referred to Snowden's revelations about U.S. cyber surveillance and spying against China and other countries and said it demonstrated cyber security is a global problem faced by most countries.

The ambassador proposed creating common rules for cyber space through the United Nations, Xinhua said.
